I have heard that part of the reasons behind the debate over annexation was an attempt to thwart integration of HP's schoolsystem? Is this a correct statement? The dates don't seem to add up within the article for this to be true.
Highland Park is surrounded on (roughly) three sides by the City of Dallas, and on the other side by the town of University Park (which is also surrounded on its other three sides by the City of Dallas). There are many reasons why the residents of the Park Cities (Highland Park and University Park) would want to avoid annexation but I don't think many of them could be successfully included in the article in an appropriate manner because they aren't verifiable facts--they are only reasonable assumptions. What is probably the biggest reason residents of the Park Cities wouldn't want to be annexed by Dallas is the incredibly low property tax rates in the Park Cities. The Park Cities have very high property values and very low tax rates. Incorporation with Dallas would place the residents under Dallas' tax rates, and would likely reduce their property values. The school district would not necessarily have to be merged with DISD due to the nature of independent school districts in Texas, although I'm fairly certain Dallas would want to merge the districts. If this were to happen the residents of the Park Cities would be paying higher property taxes that would be used to support schools outside their own community, and the money being sent to the school's within their communities would be cut. Other reasons involve the simple issue of home town identity. The residents of the Park Cities are very proud of the fact that they live in the Park Cities and not in Dallas. But, like I said, these aren't verifiable facts that could be included.

- Hello Expert, I lived many many years in the Park Cities. I was simply being bold in trying to get to a neutral point of view. Statements like "Surely, many in the Park Cities 'suffer' from affluenza." are not encyclopedic.
